Can I add more soil during flowering? She’s growing a bit slanted so I think adding soil could help her stabilize.

What are these tiny things on the stems? Looks like some sort of pest.I can't match them with any of the common pests for Cannabis plants. I thought maybe juvenile Aphids or mealybugs at first, but I'm just a noob. I've only found 3 of these near the uppermost growth, attached to the base of fan leaf/stem. Plucked them with tweezers and they crunch
