Since when can I start to turn on the full spectrum LED of 220, and at what height from the plants can I put it? They are about the size of my pinky finger.

Give them light now. They don't need much at this stage. Keep them about 30 inches above your plants. When they hit a 5 tipped leaf. Drop your lights to around 20-22. And in flower 12-14 inches. Happy growing!
