It's really hard to say from this picture, but if your soil is too compacted your little sprout will have a tuff time setting it's roots. Also you need to have more of a fluffy soil so your seedling has good drainage and does not drown. I don't see any perlite in your mix, and that would help a lot. I personally (If the soil is too compacted) would get your seedling out right NOW! and replant into a quart container with fluffy soil. Just dump out the whole cup in a pot of water and gently loosen up the soil around your sprout and pull her out. Good luck.
