Take care of your water, and fertilized water and the soil should stay in a nominal range. It is possible an odd combination of microbes could cause a constant shift down or up, then it just becomes a struggyl.. or, if not careful of what you feed you might cause unwanted chemical reactions to occur, which could also cause a constant and nagging pH issue regardless of what you put in.
So, both are improtant, but once you have your preferred ph-up or down element measured out, it remains consistent for the most part after that.
if a problem crops up, do a slurry and see if any major differences are seen. if you see it acidifying or becoming more alkaline, you can re-assess what you've put into the soil as well as think about soil amendments like garden lime that can help keep you somewhere near 7.
soil - 6.5-6.8 - slightly acidic
coco 6-6.5
water res - 5.5-6.0
always refer to your fertilizer's label in case they say somethign else... if their instructions suggest differently, you should start with their reccommendations, then adjust as needed based on how your plants react. think of these as more of a ballpark to get in, then adjust.
