what are you talking about? did you use google translate to paste the question here? doesn't make any sense what you are saying. 10w is for sure not enough to grow a normal plant. go to the shop and look for CFL bulbs if you want to keep it low budget. There are 2 CFLs that you need. One type for vegetation (ask for white light 6500k lumens) the more "w" the better, and for flowering 2700k lumens bulbs. There are different CFL dual lights but this is another conversation and you could get them at your local hydrophonic store or online. Regarding the pH, if you are growing in soil, don't worry about that. Make sure you water with enough water, as much as you will get some run off in the bottom tray, so the plant will not get salts build up in the roots.
