Its hard to give a definite answer with those blurple lights, try using a white light for the pictures it may help to see better and hope is the last one to die, you may just end up with plants that are severely bad yielders due to poor vegetative growth.
But good luck, if you don't have more seeds do your best to save them. If you have more seeds you should start over.
Do a lot of holes in the bottom of the cup, lollipop stick sized holes, don't overwater allow for the soil to dry well before watering again, don't underwater, if the soil is dry and the plant is wilting its because you should have watered 1 hour ago.
Keep the light at a safe distance, don't put it too close, seedlings only need a bit of light, not too much light.
