The flowering time that the seed banks give is an estimate is usually exaggerated. Most strains take 8 to 10 weeks and there are several factor to consider, temperatures, humidity, light power; if your plant does not look ready then let it finish.

you can, but sometimes the plants can go a little longer, the breeder gives a suggested flower time, if they say 9 weeks/63 days they are say yes you can harvest at that time, now you grow such strain and 9 weeks is up and you think it can go longer that is up to you and how you like your smoke, i would say keep your eye on things daily by checking the tris, also i would be flushing so when the time was right i would be able to do the harvest.

NO... do what you thinks best.. they do look like they need longer, maybe not quite another 3 weeks but if you havent started flush then i wouldnt worry about going longer. if you have started flush then watch the fan leaves and as they yellow and use up thier stored energy. when they look fully depleted then you would have to take them down. good luck it looks lovely
