How can I fix the issues arising from this seedling. Near the end of week 2 is this plant stunted in growth? Plant leaves are also twisting slightly.

You want then eating. Its best to give just enough water for 24 hours. You want to feed then when the light comes on. But first you need to get rid of the excess water... Them more they eat the faster and bigger they'll grow. If you feed them too much water they'll just be stunted and wont do much, maybe get Root Rot https://www.growweedeasy.com/cannabis-plant-problems/marijuana-root-rot

Are the nutrients that I use ok for the plants ? I use 8ml in total per liter. I water 1lt per da to all 5 plants evenly, and what is collected on the tray, the roots use it I suppose cause they are already in the tray
