Started germinating seeds 2848 hours ago 24 hour in glass of water and the last 24 in paper towel.. One seems to have poped its first 2 leaves rather then tap root???

I've seen this before. I would definitely plant them ASAP. I've left some in the paper towel too long before and they develop as much as they can, even forming cotyledons before they drown. Seems to happen when the paper towel is too wet and the soak is more than 18 hrs. Should be okay once in soil.
