To me it looks like mould (powdery mildew) caused by excess humidity and poor air circulation, something neem can not fix, besides, neem should not be used on flowers. In fact, in my country, it is ILLEGAL to use NEEM on ANYTHING intended for HUMAN consumption. If you had done something before it got this bad, a possible cure strategy may have rescued your plant. Now that it has become this advanced, there is probably nothing that can be done to rescue her, unfortunately. Sorry, don't know what else to say. ..... Organoman.

Powdery mildew? is there an organic way to treat it? Milk? mild vinegar solution I have tried the milk spray. It may have knocked it back a little but i'm pulling leaves every day and keeping a close eye out for it.

Small white spots on leaves in germination phase.Does anybody know if those small white spots are ok? I have water 7 pH and I add some citric acid to lower it to 6 pH, when I sprinkle the soil I lightly sprinkle the leaves as well and I'm not sure if it's the effect of dry citric acid or something else. Possible mold/mildew - I ask a ton of grow questions but figure someone else might learn if I do well or f up. Good community here Mildew? This has been on certain leaves of my plants since I got them so I didn't think much of them. But as I'm about two weeks into flowering, I want to see if this is possibly an issue. Have okay airflow in the tent but could be better. Humidity is 55% atmosphere. Thoughts?

Difficulty identifying leaf problem - maybe it's insects?I'm having trouble figuring out what's going on with my plant. The cotyledons and lower fan leaves are getting irregular shiny patches varying in size underneath, with yellow spots directly above them on the top side. It's really hard to photograph the shiny patches. Thrips?
