30-31 degrees is not excessive and will not cause the symptoms this plant is displaying. I grow outdoors in Summer where temps can reach 45+ at times and my plants do not suffer at all, even seedlings early in Summer with temps up to 40 do not suffer if they are well hydrated. I am saying not even a scorched/burnt leaf.
Your seedling is purely a genetically "flawed" individual and it is debatable as to whether to continue with her or plant a new seed before the others get too advanced. My preference would be for the second option of a new seed, although I am rather ruthless when it comes to deciding which seedlings to keep. In my experience (35+ years) seeds that start out weird, generally are more problems than they are worth, so get culled very early. It is always better to plant more seeds than you need because of the occasional weird seedling and to only keep the best ones. Relying on each and every seed to produce a perfectly seedling is a fools game, due to the very real chance of finding a weirdo every now and then. I usually plant at least two of each strain that I want to grow and pick the best one to keep, although with regular seeds I usually start with 6-9 before reducing this to just one prime example to keep through to maturity. With the left over seedlings, I either give them away or if they are weird, they get culled without regrets pretty quick smart. There is no point spending 12+ weeks growing a weirdo that may present problems throughout the entire cycle and with a real possibility of having weird flowers too. If it was the last seed of a particularly awesome strain, I would suggest doing everything in your ability to keep it going, but if there are many more seeds to be had, just start a new one and avoid possible heartbreak.
