It sure is!! Congratulations!! You will see a multiplying of the white hairs and buds will starting to form very soon at the sites.

Yes, the white pistils/hairs are the first signs of flowering beginning. The pistils are part of the female cannabis flowers that "catch" the pollen from the male plants.
In a short time, these pistils will increase greatly and small buds/flowers will be easily identifiable, before increasing rapidly to form the flowers that we all love so much. Hopefully, in around 6 weeks or so, you will be ready to harvest this home grown delicacy. Good luck!
