plant started outdoor, so the lights were on when the sun was out :)

when you sprayed with neem oil... was the lights on or off?

I'm talking about the big white spots, not the small mottling spots (these are caused by trips and have been fixed with some neem oil)

By the look of the leaves, very possible there are thrips and spider mites... just had them in my grow... but I was in flower. Since your in veg, should be no problem to get rid of them. There's a couple of ways (chemical and non-chem) too choose from. When I searched google, I found the best solution to my grow... it was a mixture of hydrogen peroxide, dawn dish soap and water... i think u have pests. look under the leaves where the littlewhite dots are and u will see them.
