You need a veg nute with a high Nitrogen content. Something like a 3-2-1 or 3-2-2. Bloom is for when she flowers, probably around week 5-7 for an auto.

First and foremost, I would strongly recommend you have a diary, the more information we have the easier it is to help. That plant is very small for being 19 days old, if you have being giving it nutes since it sprouted this could very well be the problem. Cannabis plant don't need or want anything except for water for the first 12 days at least, you are giving them a bloom nutrient, which has way more P then the plant needs right now, also many bloom nutrients don't contain N, which is a big problem for a plant trying to grow. Most nutrient companies have feed charts, so you know how much they recommend for each stage of growth, these charts are a great place to start to get an idea of what to feed when. I don't know what your watering habits are, so I can't say if that could be part of the problem, if the roots can't get oxygen the plant will not grow. I'd say give it a little water when its dry, no nutes, and see if things improve over the course of a week. Lastly you CAN use a bloom nute for the entire grow, i've done it, however it must have enough Nitrogen in it, and it can't be crazy high in Phosphorus , general hydroponics maxi bloom works well. You also have to be always on the lookout for Nitrogen deficiency, and P excess, but it can certainly work. Happy growing.
