Why are my seedling leaves turning brown?

Why is my Ice Wreck Seedling browning? It is 2 feet from the light, in the same tent as 6 other plants and is the only one looking this way. 6.5 pH, planted in super soil, watered when soil is dry.

Brown Spots on LeavesI've got some brown spots showing up on the Wedding Cake leaves, first thought it may be mold but it doesn't rub off and I sprayed both plants with neem oil about a week ago just in case. Is this bud rot?I found strange purple/dark brow discoloration on one of buds and surrounding leaves. It could be caused by bad supercropp of the cola, or I am thinking bud rot.
