does anyone have any idea what it is? it is not powdery mildew, it does not come off to the touch. on the contrary, they are hard and not removable. there should also be no triphids as the bites are not uniform. could they be exuded salt deposits?

Since you've verified that it's not mildew, it's more than likely going to be fungal or some type of pest that you've yet to identify.
