Yes, this plant is a mutant, it has no visible meristem/growing tip.
I do however see two branches forming, so this plant should continue growing them, which will become the (dual) main stems.
Occasionally, the two branches will also have no meristems, meaning the only option is to start again.
In my experience, plants that start weird, stay weird and are more trouble than what they are worth. Seeds are quite cheap, so starting a new one is what I would be doing. There is no point spending 3 months+ growing a mutant just to (possibly) get mutant and weird flowers.
