My first sea of green grow. Plants are about 4 weeks old and time to flip to 12hrs but I had a gnat problem when they were seedlings and now they not are not the same height. Do u think it’s ok to start them flowering at different heights?

Not much choice unless you install a scrog net. When you flip, they will begin to stretch and there's a very good chance that they'll all end up nearly the same height give or take a few inches. You can always supercrop any that get too tall immediately after the stretch.
