Looking at that again, might also be mites...I see some white dot thingies on the one leaf. Which would totally invalidate what I said earlier, so if you can, try to look for mites on the leaves.

That's some form of toxicity it's got there. What's that blue shit? I would suggest you transplant it to a larger pot with clean, different soil, mostly... Like, take it out, put it in a bucket of water, rinsing the roots basically...and place it into a larger pot with other soil. Yes, some people will say you shouldn't transplant autos, but in your case I would highly recommend it. PS. Personally I have no use for perlite, whatsoever. There are better ways to aerate soil.
