No axillary bud / tiny leaf. Is this a symptom of insufficient oxygen at the root zone (had two weeks of crushed tubing), or is it perhaps a genuine mutation?

Weird man not sure but my outsider right now kinda was like this from day one out the seed had 3 leaves lol then grew abnormal as hell

opinion on bud maturity ?About 6 weeks since flip from flower and wanted to know if the orange/browning of the white pistils means that the bud has already reached its max size and will only ripen ,but bud sizes look pretty small to me does this mean yield will be low ? or am i just overthinking.Buds. Are these ladies ready or should I give them more time?Flowering time is said to be 60-70 days, today is day 62.
