Is this right? Bud sites creating leaf instead of bud

Bud sites don't seem to be developing instead they seem to be forming leaf mainly on the main stem. In the past when I've come across this I've just pulled the plant out but this time it seems to be the majority of them. The temps have been high lately, could this be related?

Um, this is how cannabis grows and is entirely normal and to be expected. These leaves will grow into branches that will hold multiple flowers. It is not temperature related or abnormal, but completely normal and how cannabis plants grow. Hope this helps, Organoman.
