When creating a pre-mix soil (your choice of ingredients) and looking to add fertilizer(s). How far out would one mix all the ingredients before use to prevent plant burn or possible overfeeding. I remember reading that 30 days or more is best and to rotate...?

Yep. 3-4 weeks is good, 5-6 even better. Remixing a few times is good too. Using "Mykos" from Xtreme Gardening will do wonderful things for your plants when you finally grow them. Mykos are a type of mycorrhizae that live with the plants roots and after experimenting with this product over the last couple of years, I will never grow without it again. Highly recommended. Can seem a bit pricy, but worth every cent. The increase in health and the efficiency of nutrient conversion by the plant seems to be incredibly enhanced.
