Yellow leaf spot, also known as leaf septoria, are caused by Septoria cannabis and S. neocannabina. These are fungal pathogens aimed specifically at marijuana plants. If its not budding then get an antifungal spray. Carfully remove all affected leaves and spray the rest. Clean up any fallen leaves right away.

You look like your having pH and pest problems. Start by checking for bugs as best as you can. After that make sure you pH balance your water and nutrients to 6.3
I would start there are check progress every few days. If things don't get better then your probably suffering from a major deficiency. Fixing the pH can get rid of false deficiency symptoms.
