Why is my new growth turning highlighter yellow?

I noticed you also have red stems, this could be due to: - being too close to the light - or using a flower light during veg (I do this) - or magnesium/phosphorus deficiencies - or cold temps Usually yellow leaves means deficiency, but in this case since the yellowing seems to be at random locations it might be due to stress, either from temp fluctuations, too much light, or possible something worse like root problems (or insects but doesn't look like it in your case) ==> in this case you would probably have more severe symptoms by now
