if you are giving >10hours of uninterrupted darkness, they will flower. (is using 12/12 keep that... it is safer due to variances in some plants... 13on/11off is safe too.)
Patience, grasshopper... it is a slow process, especially watching it the first time. Some plants don't look like 'buds' until 6 weeks deep... just tufts of white hairs until then, lol....
so, expect some little tufts to show up at terminals, then each growth node... then they will stack up a bit along stem and slowly form more contigous buds. Some strains just produce golf ball nugs, too, with less stackingn.. as long as dense, the yield remains similar. don't feel bad if that is the case as it can still turn out VERY well. i was disheartened by a plant's yield somehwat recently... until i weighed it.. then i was happy again, lol.
They look healthy enough... probably not stunted.
Some patterns in substrate make me wonder -- what are your watering habits? I see you are soilles in both grow diaries in coco. So you should be fertilizing with every irrigation. Each irriagation should get entire volume wet and havev ~10% runoff to ensure you maintain pH and concentration of nutes.
In vege, you can get away with bad habits, but they will quickly result in issues in bloom or a very long vege.. all about time/opportunity, really.
if you weren't doing these things, start doing them now. You'll want a EC of 1.3-1.5 (650ppm-750ppm). This will ~match plant metabolic rate most of the time. Minor adjustments to feed may be needed - more about balance than ppm at that point) AND pH around 6.

Just ballparks, but ~80% or more of plants will enjoy this, i'd wager. Great thing about soilless is that we control everything... if you know what you feed, you can easily deduce any problems that do arise with the picky eaters. Otherwise it's a guess for no reason
Google 'ppm nutrient calculator specific gravity' (the specific gravity may be needed depending on how thet products are labeled... but the nute calculator should explain that in better depth or at least what to look for w%/w or w%/v etc.)
it's worth the 1-time effort to make these calculation.. minor adjustments don't require you to recalculate it all.. you'll still know ballpark concentrations for figuring out issues. You can see a table of this in any of my diaries... i made a spreadsheet, but i have dry nutes and no need to deal with specific gravity, so not helpful to all ppl, like the googled nute calculator will be.
