Will this damage my plants?

So, I figured out a solution to my ph prob. So, I refiltered the water twice and it was still hitting 7.8. So I added 3 drops of vinegar to 1l and brought it right down to 6.2. So I figure if I add even less, not enough to damage plants right. It's litteraly 2drops prob and 1ml??

Seedling in TroubleI have a seedling that is alive but has not popped its cotelydon leaves open yet. It almost looks like part of the seed might be stuck and holding it back.
