Top buds not opening up

Can update with a pic later if needed so I've noticed stalks on 2 different plants there flowering fine but the very top of the stalk is not opening up as if its halted there, the rest of the way down is growing fine it can't be due to heat or distance of the lamp

Lower Bud Sites - To Prune or Not To PruneThere are bud sites and smaller branches with bud sites below the 'harvest line'.
