I’d start with some LST to get those lower branches a little fatter. And feed them plenty and offer plenty of light. Maybe introduce a fan too big dog.

Typically, the first pair and/or the second pair of branches can be worthless, best to remove them.

It will be few crappy "sucker" airy popcorn buds.
Better trim together with leaves and leave that energy to higher part of plant, every little helps at the end if done wisely !
