Currently all three of my plants are around 14” and are almost completely filling up their area. But the height is not quite a level table and I was wondering when I should initiate flowering.

If you can't hang your light higher than your pictures show, I would say right now. They will still stretch to some degree and when you force them to flower now, you won't have issues with them growing all the way up to the light.

They will stretch in flower! Expect 6-12 inches of height. I’m guessing your humidity is low because of the squat-ness in veg

Now would be a good time, they will still double in size, maybe even more.

I would flower soon to stop them from wanting to grow up to or past your lights. Good luck and happy growing
