Is 21% RH too low during flower? its been at about 35-40 the whole grow but for some reason the tent dropped to 20% the last couple days... why is this? and is it too low ?

does anyone have rough numbers on what watts do do you electric bill? Per hour or per day per month? Say you you have an average 150$ electric bill before growing. Then add 2000w to a grow tent. How much an effect would that have on cost of bill?
