When 20% of the trichomes overal are amber the buds are at full potency. I would not recommend to make fresh frozen bubble hash. The taste is a lot harsher because of the chlorofyl. If you want a intense hash flavour than let it dry and cure for just 2 weeks. If you want a really smooth flavor than water cure it for 5 days. I prefer the last one but that is just my preference.
