That’s a powerful light for seedlings it’s probably too much light keeping it from having to reach toward the light source. You might want to lift the lights up a little if you want them taller but it looks fine to me. I personally use a fluorescent light and keep the height at 5 inches and that works great everytime. Also be careful of over watering. I use a spray bottle and just give it a good 10 sprays near the root zone

It looks fine for a seedling. Something important is not to overwater, that will stunt growth even if you don't see signs of overwatering. Roots grow because they are searching for water in the soil, if they constantly have some level of water they have less biological drive to expand in search of water and will grow slower, stunting the growth of the entire plant.

no, the plant is never too short in this situation; growth starts after the cotyledons. if mine stretches, I usually add soil. so you have the light you need, the plant doesn't stretch in search... keep it up, you're doing well!

Nothing to worry about. it doesn't look short at all. if you want it to stretch you should increase the height of your light but this isn't usually a good idea because it weakens the stem. The plant is really at its very start. Give it time and Happy Growing
