Unsure if stunted / deficiency / over or under watered

I'm perplexed what's wrong here. No differences in approach or treatment from the Hartwell's Rose which is only a couple days older, yet drastically further along in growth.Is this CC under or overwatered?

Also. I see your sub round your plant is all wet you should be pouring away from that. When the roots reach out into coco, well, it'd just be better to pour at the sides. When she gets bigger then wet the whole sub. Pour in 2-3 points. And change pour points, this will make roots expand out in search of fluids 2 intake.

High bro, the problem here is overwatering! the roots are suffocating from the lack of oxygen. You want to water at least 3 inches away from your plant to prevent this problem. And you are using coco so make sure that your pH is around 6 and that you provide her with some nutrients from the start! Enjoy your grow buddy!

Your PH is off. The twisted leafs are usually attributed to that. I see 70% coco 5% soil. That's not enough soil to hold benifical bacteria, not enough soil to treatv it as soil when concerned with ph/ec.
