AC IONBEAM U4 4 bar kit not pulling full power?

Does anyone have AC Infinity IONBEAM U4 4 bar kit? If you have a way to check how many watts they pull under full power pls lmk. Advertised as 48w mine only pull 25w, so I RMA'd them and the replacements are the same. Something fishy going on here.

Brown spots What is this? It's affecting newer growth, first or second set of fan leaves off thee top of the colas. Also, this drooping, is this stress from the light? This is the center of my tent, and would appear to only affect tallest colas of this plant.

Slow indoor seedling growth 4 days since sprout, issues with light timer, seedlings ended up getting 48 hrs of light after they sprouted, and this AM I found that the timer did not turn the light back on so it got 11 hours of dark last night instead of 6. Could this be detrimental to seedling?
