pyrethrine-base concentrate would probably be a better option for an ongoing issue. also some sticky traps. anything that develops from larvea in the medium can be controlled wtih "BTi" -- common brand is mosquito dunks or mosquito bits. the latter is a top-dress application. neem is fine. it needs to be applied every 7-14 days to be effective, so if oyu do apply it before flower, it's not lasting the entire time. very limited options in flower if you care about your lungs and overall health.

I use neem regularly thru veg all over. During flower, only if necessary (or paranoid) and avoid directly on buds. I grow outside and never had any major infestation. Plus yellow stickies.

install sticky traps, yellow atracks them. neem oil is a no no in my grows, but i follow ph as a hawk too, so maybe in your envoirment it works, i always had either aftertaste or no result from neem.

Si es es mejor aplicar preventivos en etapa vegetativa. El neem no es preventivo pero ayuda. Suerte
