I have some verry little white "bugs" in soil. They are jump and burrow into the soil. Who are they? Friends or foe?

They could be Springtail if they leave in the soil, but if they leave on a leaf or stem, it is more likely you have Thrips Springtails only like to eat dead, or decaying matter, they won't eat your live plants but will eat leaves that die and fall onto the soil Thrips eat the leaves and after leaving tiny white spots on the leaves they usually stay underneath the leave If you have tiny spots on leaves that means you have Thrips
