If i mix my nutrients a few hours ahead of time do i need to aerate the water{rain water} and do i need to aerate plain water that has been sitting before i water plants

If you mix it all up and let it sit for a hr or so test its PH as it will have had the time to stabilize.
I used to aerate my water on other grows for a bit before using it. I don't anymore, If it sits for a while and stagnates more then 4hrs best to keep it moving.

No, just give it a stir before using.
Most fertilizer manufacturers recommend using any made up solution within 24 hours, some say less, some say more.
Hydro/DWC is a different kettle of fish and requires constant aeration.
Plain water needs nothing.

a few hours is completely fine its just like 4-7 days id say then you risk stagnation and mold and nasty stuff :)
