On the cheap, I have seen people get results with a web camera set to take a few images throughout the day. Another cheap option if you have an old camera is to buy a timer for it for 20 bucks, and use a rig mount (10 dollars) to mount it to a tent pole if you are growing in a tent, or a cheap tripod in a large grow space. I am currently using a 13 year old Canon DSLR with an AC adapter and a timer set to take images every 30 minutes and it is doing a decent job. I just take the images off once a week and check positioning, and then combine the images into video with a free time lapse app.
You could also go the route of a purpose built time lapse camera, like those made by Brinno but those will cost a fair bit more.
