In short, yes.
All you have done is shift the whole plant to the side and closer to the soil and side of the bag.
You want to wait for the plant to have a few more nodes so you can bend the top down and open the lower nodes to encourage the lower branches to shoot up.
Here your plant is still upright where the nodes are, so you are just stressing her for nothing right now.
If you plan to do this without topping, then plant your seedling to one side of your pot so you have space to train into rather than going over the side of the pot from the middle.
An easy way to think of what you're trying to achieve is to imagine what would happen if you had a skinny plant 1m/3ft tall with little to no side branches and you tip it on it's side.
All the lower nodes are now the same level as the apex and they all get good light and you'll end up with a hedge 1m long with many tops.
Indoor obviously at a smaller scale, but always keep the goal in mind.
