My guess? I notice you started in a pot to big for a seedling, you are probably over watering, which is keeping the plant from developing as it should. What you need to keep in mind is that when you use a too big a pot and saturate it with water, the plant can't deal with that amount of water and the media is left with no oxygen for the roots to take, leaving the plant having to wait for the media to dry. Let the soil dry up before watering again.

Your plant does look a little small, but it looks really healthy. I see the preflowers on top so she is transitioning to flower now. She should start a good stretch soon and grow quite a bit for about 2 weeks. Then she will start building buds. With a little luck she will more than double in size on her stretch.
