chop or wait?

At 14 weeks, with swollen buds, mostly brown pistils and already some amber trichomes, you’re definitely in the harvest window. Don’t wait for the whole plant to turn amber. Check trichomes on the calyxes themselves, not the sugar leaves, they mature earlier. If the calyx trichomes are overwhelmingly cloudy with just a few amber and very few clear ones, I’d be perfectly happy chopping now. Waiting longer mainly shifts the trichome profile toward more amber; it won’t necessarily give you significantly more bulk. Also, if leaves are actually drying/degrading into the flowers rather than simply fading, I’d lean toward harvesting rather than stretching things out for an arbitrary amber percentage.
