Put the seeds in a glass of water for about 36 hours and then put them into a soaked paper towel. All seeds germinated

Yeah, like Alwa26 said it's those first 'real' leaves with the serrated edges after the round cotyledons (seed leaves). I usually consider the whole first week when the seed is dropped to when it pops up as 'germination week' - after that it's week1 veg.
