Conjoined Twins??

I planted this girl at the same time as my others, it sprouted atleast 7 days later and has always seemed stunted in growth. My original theory was just a genetic difference from the other. I didn't give her a whole lot of attention untill last week when i really took a good look at her. To my suprise she looked like she had already been topped! She only sprouted one tap root and I havent topped or pruned in any way. Im guessing this is why it took her so long to get going.
