I would not stress a plant at this age/size and just leave her be to see what happens. Any topping and associated leaf removal will just reduce this plants capacity to make energy, possibly setting the plants back considerably.
However, in my experience, plants that start off weird like this are usually trouble and are better off being replaced by a healthy and normal growing seedling. I am rather ruthless when it comes to seedling selection though. Unless they are "normal" seedlings, these days they get the chop pretty quick, unless the seedling is the last of a special strain that I am trying to preserve for special reasons.
