From the photos it looks like dirt caught in the buds not pests. Some chunks do look like they resemble aphids a little bit.
If you water and its splashing all around this will happen.
Look up bud washing or try and get in focus pics if it is a pest with legs eyes and it moves.

@Dingle_Dangle, they re outdoors. - 5... Maybe you should give her a bit root insulation. Styropor down and an duvet Round. This should help.
