what's wrong with her? it has evolved that way ever since it germinated. Everything is fine with the earth and it does not have too much fertilizer or water either. probably a gene defect right?

I have had similar. Two seeds from the same batch grew very differently. One normal as you expect but the other remained smaller, the leaves were smaller, curled and misshapen. I grew the mutant and it did produce flower but not very much and I mixed it in with prime quality from another plant and used it for extracts.
