Honestly, I would skip cobs and get a quantum board set up. I find them to generally be cheaper than cobs and also offer more even lighting. the way cobs are designed they need to be hung high above the plant due to the hotspot directly under them being too bright at closer distances, and also due to cobs having a terrible light spread so you need them high above your plants to cover a decent area. quantum boards essentially act like a very large spread out cob resulting it much more even and larger light spread covering a larger area at a lower distance to the plant. You really don't need much power to keep a mother plant going. 120w of quantum boards should be enough for what you need and they can be had quite cheaply from kingbrite. I would grab it in the 4000k temp to keep internodal spacing small.
