When to switch LED to 100% power?

Another question. I appreciate everyone's response to the last ones.
I am finding it difficult to google this one. When do I switch my LED to 100%? Currently, I am running it at roughly 60% at about 24in. Am I in 'true' veg? Its working on its 3rd node that has 5 fingers.

Lower it to 18", and bump in up 10% per day until you see the tips start to stress.
Light stress looks like nute burn but the tips dont turn down, they just yellow right at the tip.

My lights never go below 100%
I started my plants under 2 TS1000 at 100% 32inches above them in a 2ftx2ftx4ft. I let them grow into the light and then raise the light and keep it at 20 inches from the top of the canopy.
That's running LED only.
Now I run LED and CMH together in a 4x4x6.5 and keep the lights at the top as high as they can go at 100%. I also do a lot of training and take cuttings for clones.
Also you should know I don't mind paying for the wasted electricity. I know I'm most likely providing to much light for a 4x4x6.5 with 800watts of mixed lighting. But the results will show.

Cuando y como pasar mis plantas a floración??I'm going to switch my plants to flowering 12/12, I've read that they leave them without light for 48 hours to force flowering, is this good or should I just skip it?? And I have a dimmable ballast, I have it set to 400w, when I switch to 12/12 should I set it to 600w or wait until the second week of flowering to change it to 600w??
