spraying water on the leaves won't do anything for you. Could be the cause, even. Unless taking care of pests of something, don't spray your leaves. You'll just grow mildew. Don't use neem unless you have to. It's a poison. neurological impacts? anyway, it's not healthy just because it is organic (or is it?). It's not a preemptive measure you should use. Definitely don't use it on buds. Neem can impact the plant. Give it a second to recover. Have you tried to wipe that off, yet? Try not to leave dried up residue if you see it. you checked for pests under leaves? (if it doesn't rub off) although, if so, the neem is one answer already.

wet a paper towel and gently wipe it off.. shouldn't be a big deal.. happy growing.
