That is 100% the start of an infestation of russet mites/spider mites . This comes from the lack of ventilation and wet mediums ( in your case soil and fabric pots) There's many many many different way's to treat this problem . Firstly I would get some neem oil ( really cost effective ) dilute it with water and spray everywhere ! I mean spray the pots the top of the soil the base of the plants the walls of your growing space . The reason i say this is cause you wanna get rid of these little intruders as well as get rid of any eggs they have left behind , the oil will coat them and they wont be able to breath ultimately resulting in their deaths . The secondary thing I would consider if I where you is having a fan blow air on your fabric pots this way it will facilitate the soil drying up aswell as the fabric pot (perfect combo for nesting grounds if left super moist for long periods) You can try all the internet methods and the rest but I've been gardening for years and the method I just described to you above has never failed me! If you pass your finger on top of then (or the soil) and they jump all over, then they are springtails and you would be in luck since they are benign; they thrive on wet soil. If not, I can think of two other kind of bugs, if they have spots, then they are spider mites which are harmful; if they do not have spots, then they are hyposasis miles, this prey on fungus gnats larvae and many other harmful bugs, they are used as an organic way to protect the plants, some soil brands even introduce them into their mixes. If they are spider mites, get diatomaceous earth and lay it on top of the soil.

Looking Like Plantlice.... You have several options to get rid of them. as they reproduce very fast try to get rid very soon. fastest version is to spray a Neemoil-Solution. ! teespon of neemoil into 1 l water and some dishwashing soap.... filling into a sprayer and spray all leaves upper and under!!! the leaves 1. Buy predator Ladybugs....... the larvae of the ladybug loooves to eat plantlice.
